Look into the books on complexity theory, self help, the note dumps on psycho cybernetics and related notes on attention and self help, as well as all the ones on game theory we discussed. All of these are resources to build an understanding of The Nature of Signals, Chains, & Rules. The environment which you operate on, in the language of taoism, is a false reality. How then should you operate within it? How should you infer and understand the information you consume? How do you, as a rational actor, behave within the system, how do you learn to understand the system, the flows of leverage, how do you take advantage of the system, how do you win?
Within any point in time, in history, these rules are legible.
Large societies are formally governed by laws and offices, but operationally governed by organized minorities occupying strategic positions within networks of coercion, capital, information, and legitimacy.
A government is not one actor. It is a collection of partially competing systems. Different sections of government may pursue incompatible goals. One agency may investigate what another conceals. A regulator may depend upon the industry it supervises for information and future employment. An elected leader may formally command a bureaucracy but lack the knowledge required to control it operationally.
“The government decided” is therefore often a useful simplification, not a literal description.
The state is still special because it controls unusually powerful leverage points:
- the definition and enforcement of property;
- taxation;
- currency and legal tender;
- courts and compulsory judgment;
- passports, borders, and citizenship;
- licensed violence;
- classification and official secrecy;
- public procurement;
- corporate charters and regulatory permission;
- and the authoritative production of official facts.
The true unit of power is the network position, to be able to sense the dao, to position yourself where leverage must flow, chokepoints.
gaps between:
- private wealth and academic science;
- financiers and politicians;
- established families and ambitious newcomers;
- intellectual prestige and social appetite;
- legitimate philanthropy and private vice;
- American institutions and international elites;
- public reputation and confidential information.
A broker need not own either network. He derives value from being one of the few people who can move between them. Reputation becomes cross-collateralized.
Determine what accumulates and what moves.
Identify bottlenecks; Who can delay, authorize, classify, introduce, fund, prosecute, publish, or confer legitimacy?
Find structural holes
Which important groups do not communicate directly? Whoever connects them gains brokerage power.
Change rules rather than outcomes
Winning one contract is useful. Influencing procurement rules is better. Winning one case is useful. Influencing jurisdiction or evidentiary standards is better. Changing who appoints the regulator may be better still.
Meadows ranks rules, control over rules, system goals, and governing paradigms above simple parameter changes such as taxes or subsidies because those deeper structures determine countless future outcomes.
Perfect secrecy is unnecessary. It is often enough to know sooner, know more precisely, or know which information other actors lack.
Maintain adaptability not predictability.
The world is not primarily ruled by the people who understand everything. It is disproportionately shaped by those who understand where understanding is incomplete, where coordination is weak, where rules are made, where legitimacy is conferred, and where a small intervention can redirect a much larger flow.
